Fèng SACKCHITTAPHONG
Le Mouvement Lao pour les Droits de l'Homme (MLDH) a appris avec tristesse le décès de M. Fèng SACKCHITTAPHONG, l'un des trois leaders du «Mouvement social-démocrate», détenus durant 14 ans dans un goulag de la République démocratique populaire Lao (RDPL) pour avoir réclamé des réformes démocratiques et dénoncé les dérives dictatoriales du régime.
Très diminué physiquement après 14 années de détention dans des souffrances inhumaines, il est décédé le 3 juillet 2007 à Vientiane, deux ans et demi après sa libération obtenue après une longue mobilisation de la diaspora lao et de la communauté internationale. Le décès, à l'âge de 65 ans, de ce dissident --parrainé comme prisonnier d'opinion par Amnesty International-- n'a été connu des médias internationaux que le 18 juillet.
Le MLDH et l'ensemble des ses membres rendent hommage à ce combattant de la Liberté, et saluent le courage et la lutte pacifique de M. Fèng SACKCHITTAPHONG en faveur de la Liberté, la Démocratie et la Justice sociale au Laos. Ils présentent leurs condoléances attristées à sa famille et à ses nombreux compagnons du « Mouvement social-démocrate », qui continuent avec détermination ce combat d'espérance à l'intérieur du pays.
Ancien haut fonctionnaire du ministère de la Justice, Feng SACKCHITTAPHONG avait été arrêté en octobre 1990, en compagnie de des anciens ministres Thongsouk SAYSANGKHI et Latsami KHAMPHOUI, pour avoir réclamé, dans des lettres aux dirigeant du Parti unique, un changement pacifique du régime et des élections multipartites. Ils avaient été condamnés, dans un simulacre de procès en novembre 1992, à 14 ans de goulag sous les accusations fallacieuses de «préparation de rébellion», de «propagande contre la République démocratique populaire laotienne» et de «diffamation écrite et orale».
Les trois hommes étaient détenus dans des conditions extrêmement pénibles au camp de Sop-Hao (Nord-Est), où Thongsouk SAYSANGKHI est mort en février 1998 après avoir été privé de soins médicaux. MM. Feng SACKCHITTAPHONG et Latsamy KHAMPHOUI ont été libérés en décembre 2004, après avoir purgé au jour près les 14 années de prison.
Le MLDH salue le courage de ces hommes, et rappelle à cette occasion que d'autres prisonniers d'opinion et de conscience sont encore détenus en RDPL, notamment des opposants Lao-Hmongs, des responsables chrétiens, et les leaders du «Mouvement étudiant du 26 octobre 1999».
Il appelle à nouveau la France, l'Union Européenne, les Nations Unies, le Japon et les Etats-Unis d'Amérique à poursuivre leur pression sur la RDP Lao, afin d'obtenir la libération de tous les prisonniers politiques ou d'opinion et afin de contraindre le régime totalitaire laotien à engager des réformes pour parvenir à la liberté, la démocratie et la réconciliation nationale.

Homage to the Freedom Defender :
Feng SACKCHITTAPHONG
The Lao Movement for Human Rights (LMHR) learned with sadness the death of Mr Feng SACKCHITTAPHONG, one of the three leaders of the ‘' Social – Democrat Movement'', emprisoned for 14 years in a gulag of the Lao People's Democratic Republic (LPDR) for having asked for democratic reforms and denounced dictatorial abuses of the régime.
Physically very diminished after 14 years of detention under inhuman sufferings, he passed away on July 3 rd , 2007, in Vientiane, two and a half year after his release obtained after a long mobilization of the Lao diaspora and the international community. The death, at 65 years old, of this dissident – recognized as a prisoner of opinion by Amnesty International – was known by the international medias only on July 18 th .
The LMHR and each of its members pay homage to this Freedom defender, Mr Feng SACKCHITTAPHONG, salute his courage and his peaceful struggle of in favour of Freedom, Democracy and social Justice in Laos. They present their deep condolences to his family and his many companions of the ‘' Social – Democrat Movement'' who are holding on the hope and the pacific struggle with determination inside Laos.
A former high ranking official of the ministry of Justice, Feng SACKCHITTAPHONG was arrested in October 1990, together with two former ministers Thongsouk SAYSANGKHI and Latsamy KHAMPHOUI, for having claimed, in an open letter to the One Party leaders, a pacific change of the régime and multiparty elections. They were condemned, in a sham trial in November 1992, of fallacious charges for ‘' preparation of rebellion'', ‘' propaganda against the Lao People's Democratic Republic'' and for ‘' written and oral defamation'', to 14 years detention in a gulag.
The three men were held under extremely painful conditions in the camp of Sop-Hao (North-eastern), where Thongsouk SAYSANGKHI died in February 1998 after having been denied medical care. Misters Feng SACKCHITTAPHONG and Latsamy KHAMPHOUI were released in December 2004, after having purged exactly 14 years of prison.
The LMHR honours the courage of these men, and recalls that other prisoners of opinion and conscience are still held the LPDR, especially among the Lao-Hmongs minority, the Christian leaders, and leaders of the " Student Movement of 26 October 1999".
The Lao Movement for Human Rights, one again, appeals to France, the European Union, Japan and the United States to keep on their pressure on the Lao PDR, in order to obtain the release of every political prisoner or prisoner of opinion, and to push the Lao totalitarian régime to engage reforms and attain freedom, democracy and national reconciliation.
