Laos-Thaïlande : Liberté pour les 149 réfugiés Lao-Hmongs de Nongkhai! .gif){kind=small}
Cent quarante-neuf réfugiés Lao-Hmongs, parmi lesquels 85 enfants, ont entamé le 16 août 2007 une grève de la faim dans le Centre de détention de Nongkhaï, ville thaïlandaise située à la frontière laotienne, pour protester contre les mauvais traitements à leur encontre.
Les 149 personnes, qui avaient choisi de fuir le régime dictatorial de la République Démocratique Populaire Lao (RDPL), ont été reconnues comme réfugiés politiques par le Haut Commissariat de l'ONU pour les réfugiés (UNHCR). Ils ont trouvé des pays d'accueil, mais ont été placées en détention depuis neuf mois, les autorités de Bangkok et de Vientiane s'étant en effet mis d'accord pour renvoyer au Laos les quelque 8.000 civils Lao-Hmongs présents en Thailande.
Le Mouvement Lao pour les Droits de l'Homme (MLDH) dénonce solennellement le non-respect des droits fondamentaux de ces 149 Lao-Hmongs, et l'atteinte flagrante au statut de réfugié politique que leur a accordé officiellement l'UNHCR.
Pour le MLDH, le droit d'asile est un droit sacré qui doit être respecté sans conditions par tous les pays membres de l'ONU. Ce statut, qui protège les victimes du totalitarisme, ne saurait être entaché par des arrangements politico-économiques entre deux Etats. Les exactions commises en toute impunité depuis plus de 30 ans par le régime laotien contre les dizaines de milliers de civils Lao-Hmongs dans la jungle du Laos doivent être connues et condamnées par les instances internationales.
Le MLDH s'associe à l'appel de l'ONU et des autres organisations de défense des droits de l'Homme pour que les droits de ces 149 réfugiés Lao-Hmongs soient pleinement respectés et qu'ils puissent être accueillis sans délai en Australie, au Canada, aux Etats-Unis et aux Pays-Bas.
Il demande la remise en liberté immédiate des 149 réfugiés. Il appelle les gouvernements laotien et thaïlandais à mettre fin aux extraditions des civils Lao-Hmongs, à respecter les traités internationaux, et à permettre aux représentants des Nations Unies à rencontrer et à interviewer sans délai les milliers de Lao-Hmongs arrivés en Thaïlande.
Le Mouvement Lao pour les droits de l'Homme implore Sa Majesté le Roi de Thaïlande à intervenir d'urgence pour faire arrêter ces extraditions, contraires à la dignité de l'homme comme aux préceptes de compassion et de tolérance, chers aux populations vivant sur les deux rives du Mékong.
Il appelle les donateurs --en particulier l'Union Européenne et ses 27 Etats membres, les Nations Unies, les Etats-Unis, le Japon, l'Australie, l'ASEAN et les Institutions financières internationales-- à agir avec fermeté auprès des dirigeants du régime laotien afin que réformes en profondeur soient entreprises en vue de restaurer la liberté, la démocratie et la réconciliation nationale au Laos.

Laos-Thailand: Freedom for the 149 refugees Lao-Hmongs of Nongkhai !
One hundred and fourty nine Lao-Hmong refugees, among whom 85 children, started a hunger strike on August 16, 2007, in the Center of detention of Nongkhaï, a Thai city at the Lao border, to protest against the harsh treatments they have been encountering.
Those 149 persons, who had chosen to flee the Lao Peopl e`s Democratic Republic (LPDR) dictatorial régime, had been recognized as political refugees by the Office of the United Nations High Commissioner for Refugees (UNHCR). They found a host country, but have been placed in detention for nine months now, the authorities of Bangkok and Vientiane having agreed to send some 8.000 civilian Lao-Hmongs actually in Thailand back to Laos.
The Lao Movement for Humans Right (LMHR) denounces the non-respect of the basic rights of these 149 Lao-Hmongs, and the obvious violation of the political refugee statute officially granted them by the UNHCR. For the LMHR, the right of asylum is an untouchable right that must be respected without conditions by every state member of the UN. This statute, which protects the victims from authoritarian states, cannot be sullied by politico-economic arrangements between two States. The exactions made in all impunity for more than 30 years by the Lao régime against several thousands Lao-Hmongs civili a ns in the jungle of Laos should be known and condemned by the international institutions.
The LMHR supports the UN and other human rights organizations that are requesting for the full respect of the rights of these 149 Lao-Hmongs refugees and pleading for their urgent asylum in Australia, Canada, the United States and the Netherlands.
The LMHR asks for the immediate release of the 149 refugees. It appeals to the Thai and Lao governments to stop the repatriations of the Lao-Hmong civilians, to respect international laws and allow the UN representatives to meet and interview the thousands Lao-Hmongs who fled to Thailand.
The Lao Movement for Human Rights implores the intervention of His Majesty the King of Thailand to stop urgently these extraditions which are contrary to human dignity, contrary to the principles of compassion and tolerance so deeply rooted within the people living along the two sides of the Mekong.
The Lao Movement for Human Rights appeals to all the donors – especially the European Union and its member States, the United Nations, the United States, Japan, Australia, ASEAN and the International financial institutions – to act firmly upon the Lao leaders so that deep reforms are trully engaged to bring freedom, democracy and national reconciliation in Laos.
