Nouvelle tentative de manifestation pacifique à Vientiane:
Plus de 300 interpellations .gif){kind=small}
Plus de 300 personnes, qui se préparaient à manifester pacifiquement lundi 2 Novembre 2009 à Vientiane, en vue de réclamer «le respect des droits de l'Homme » et «un système multipartite'', ont été interpellées par « la police secrète » de la République Démocratique Populaire Lao (RDPL), selon des informations parvenues ce jour au Mouvement Lao pour les Droits de l'Homme (MLDH).
Selon des précisions obtenues par le MLDH, « plusieurs centaines de personnes » auraient été « interpellées simultanément dans différents endroits du pays» à l'aube du 2 novembre : « plus de 100 personnes à Pakkading, province Bolikhamsay (centre), une vingtaine de personnes à Phon Hong, province de Vientiane (centre) alors qu'ils se rendaient à la fête annuelle de That Luang (Vientiane), et plus de 200 personnes dans la capitale, avant qu'ils aient pu se rassembler pour une manifestation pacifique ».
La manifestation du 2 Novembre avait pour but de réclamer '' une vraie démocratie, le respect des droits de l'Homme, l'annulation du Traité de Coopération spéciale Laos-Vietnam de 1977, la libération des prisonniers politiques et un système multipartite'', ont indiqué ces mêmes sources, citant des informations transmises de l'intérieur de la RDP Lao.
Si la plupart des manifestants interpellés ont été remis depuis en liberté, certains d'entre eux sont toujours en détention à ce jour parmi ceux-ci : « Mme Kingkèo (39 ans), MM. Soubinh (35 ans), Souane (50 ans), Sinpasong (43 ans) et Khamsone (36 ans) arrêtés à Phon Hong, M. Nou (54 ans) arrêté à Pakkading, Mlle Somchit (29 ans), MM. Somkhit (28 ans) et Sourigna (26 ans), arrêtés à Vientiane » , selon ces mêmes informations.
Fortement peiné et préoccupé par ces nouvelles, le Mouvement Lao pour les Droits de l'Homme demande d'urgence aux autorités de la RDPL de fournir, dans les plus brefs délais, des explications sur ces arrestations et de remettre en liberté les personnes encore détenues, dont la seule action semble avoir été de vouloir manifester pacifiquement en faveur de la démocratie et des droits de l'Homme.
Le MLDH relève que ces nouvelles alarmantes surviennent à peine un mois jour pour jour après la ratification le 29 septembre 2009 par la RDP Lao de la Convention internationale relative aux droits civiques et politiques, qui garantit notamment à la population la liberté de croyance, la liberté d'association, la liberté d'expression et de presse, de même que le droit de manifester et le droit politique.
Ces tristes nouvelles surviennent aussi une semaine après le 10è anniversaire du « Mouvement étudiant du 26 Octobre 1999 », dont plusieurs leaders sont toujours en détention dans les geôles du régime de Parti Unique.

New attempt for a pacific protest in Vientiane :
More than 300 arrests
More than 300 persons, who wre preparing for a pacific protest in Vientiane to call for '' human rights respect' ' and a '' multipartite system '' were arrested on Monday 2 November 2009 by the '' secret police '' of the Lao People's Democratic Republic (LPDR), according to informations received today by the Lao Movement for Human Rights (MLDH).
The source detailed that '' several hundred persons' ' would have been '' simultaneously arrested at diffrent places in the country'' early in the morning of November 2 nd , 2009 : '' more than 100 persons at Pakkading, Bolikhamsay province (Center), more than 20 persons at Phon Hong, Vientiane province (Center) while they were travelling to the That Luang annual festival in Vientiane (Center), and more than 200 persons in the capital, before they were able to gather together for a pacific protest ''.
The 2 November 2009 protest aimed to claim for '' a real democracy, human rights respect, the cancellation of the Laos-Vietnam Cooperation Treaty of 1977, the release of all political prisoners and a multipartite system'' , as reported by informations sent from inside the LPDR.
If the majority of the persons arrested yesterday have been released, many of them are still detained at this moment, among whom '' Mrs Kingkeo (39), Misters Soubin (35), Souane (50), Sinpasong (43) and Khamsone (36) arrested in Phon Hong; Mr Nou (54) arrested in Pakkading; Ms Somchit (29), Misters Somkhit (28) and Sourigna (26) arrested in Vientiane '' according to this same informations.
The Lao Movement for Human Rights is highly concerned by these disturbing news and asks the LPDR authorities to account clear explanations of these arrests and to immediatly release these persons whose only action seem to wish for a pacific protest in favour of democracy and human rights.
The Lao Movement for Human Rights sadly notes that these alarming news come only a month after the ratification by the LPDR of the International Convention on Civil and Political Rights (ICCPR) which guarantees to the Lao people the freedom of belief, freedom of association, freedom of expression and freedom of the press, as well as the rights to protest and political rights.
The news also happened a week after the 10 th anniversary of the ''Student Movement of 26 October 1999'' whose leaders have been emprisoned for 10 years in the LPDR jails.
