Liberté religieuse : Le Laos dans la liste des «pays sous surveillance» de l'administration américaine .gif){kind=small}
La République Démocratique Populaire Lao (RDPL) figure à nouveau sur la liste des pays « sous surveillance » en matière de respect de la liberté de croyance --aux côtés de l'Afghanistan, la Biélorussie, Cuba, l'Egypte, l'Indonésie, la Somalie, la Turquie, La Russie, le Tadjikistan et le Venezuela-- selon le rapport annuel de la Commission des Etats-Unis sur la Liberté Religieuse dans le monde (USCIRF), rendu public le 1 er mai 2009
Le Mouvement Lao pour les Droits de l'Homme (MLDH) salue la décision, prise par cette Commission indépendante, de placer le régime totalitaire laotien sous étroite surveillance dans ce domaine. Cette décision confirme les violations graves et répétées du droit religieux du peuple laotien, dénoncées à maintes reprises par le MLDH.
Il est clair que, en dépit de ses démentis cyniques, le gouvernement de la RDPL n'a jamais su, pu ou voulu mettre fin aux répressions des libertés de croyance à l'encontre des minorités religieuses, notamment chrétienne. Si quelques assouplissements de pratique religieuse, mais sous le strict contrôle du Parti-Etat, ont été constatés dans quelques villes, des menaces, intimidations, recours à la famine, relocalisations, arrestations et violences demeurent le lot quotidien des chrétiens, pour les forcer à renoncer à leur foi.
Des exactions ont été signalées du Nord au Sud du pays ces derniers mois, dans les provinces de Phongsaly, Luang Namtha, Bokèo, Luangprabang, Oudomxay, Bolikhamxay, Champassak, Saravane et Savannakhet. Au mois de mars 2009 encore, l'église de Ban None Somboun (Bolikhamxay) a été détruite par les miliciens du régime, privant les familles chrétiennes de ce village de leur lieu de cultes pour les fêtes de Pâques. Cet acte inacceptable fait suite à une violente campagne de répression anti chrétienne lancée par les autorités depuis 2008 dans cette province.
Les citoyens lao restent victimes du Parti Populaire Révolutionnaire Lao, dont les dirigeants successifs continuent en toute impunité à enfreindre les droits les plus fondamentaux du peuple : droit d'expression, droit de presse, droit de réunion, droit de religion, droit des minorités, droit politique, droit de s'opposer ou de critiquer pacifiquement la gestion du pays par l'Etat-Parti.
Le MLDH condamne avec force ces violations inacceptables du droit de «croire ou de ne pas croire», inscrit pourtant dans la Constitution de la RDPL. Il appelle l'USCIRF à suivre au plus près la situation sur le terrain, et à prendre des mesures concrètes pour faire cesser immédiatement les agissements du régime totalitaire laotien dans ce domaine.
Le Mouvement Lao pour les Droits de l'Homme appelle les pays donateurs, en particulier l'Union Européenne et ses 27 Etats membres, les Nations Unies, les Etats-Unis et le nouveau président Barack Obama, le Japon, l'Australie, l'ASEAN, les Institutions financières internationales, à reconsidérer leurs relations avec la RDPL et à accentuer leur pression, y compris économique, sur ce régime afin que la liberté de croyance et les droits fondamentaux des Laotiens soient enfin pleinement respectés

Religious freedom : Laos in the ‘' Commission Watch List Countries ‘' by the State Department
The Lao People's Democratic Republic ( LPDR), once again, appears on the ‘'Commission Watch List'' -- along with Afghanistan, Belarus, Cuba, Egypt, Indonesia, Somalia, Turquey, Russsia, Tadjikistan and Venezuela -- in the annual report of the U.S. Commission on International Religious Freedom (USCIRF) released on May 1 st , 2009.
The Lao Movement for Human Rights (LMHR) welcomes the decision taken by this independant Commission to put the Lao totalitarian régime under ‘ 'close monitoring due to the nature and extend of violations of religious freedom engaged in or tolerated by the governments ''. This decision confirms the serious and repeated violations on religious rights of the Lao citizens, constantly denounced by the Lao Movement for Human Rights.
It is obvious that, despite its cynical denials, the LPDR government has never been capable or willing to end its repression on religious freedom againts religious minority, especially the Christians. If some religious practices have been eased in some cities under the strict control of the Party-State, threats, intimidations, use of starvation, arrests, displacements and violences remain the autorities tools to force the Christians to renounce their faith.
Violations were reported from North to South of the country these last months in the provinces of Phongsaly, Luang Namtha, Bokeo, Luangprabang, Oudomxay, Bolikhamxay, Champassak, Saravane and Savannakhet. In March 2009, once more, the church in Ban None Somboun (Bolikhamxay) was destroyed by the authorities milita, depriving Christian families of their worship place for Easter. This action followed a campaign against Christians launched by the authorities in this province in 2008.
The Lao citizens remain victims of the Lao People's Revolutionary Party whose successive leaders continue, in all impunity, to infringe the most fundamental rights of the people : rights of expression, freedom of the press, freedom of meetings, religious rights, minorities rights, rights to peacefully oppose or criticise the country management by the State-Party.
The LMHR firmly condemns these violations of the Lao people's fundamental rights, contrary to the International Conventions signed by the Lao People's Democratic Republic, and contrary to article 30 of the LPDR's Constitution, which deals with “Religious Freedom” for all cirizens.
The LMHR calls on the USCIRF to closely follow up the religious freedom situation in Laos and adopt concrete measures to stop the practices of the LPDR government regarding this matter.
The Lao Movement for Humans Rights calls on the donating countries and institutions, in particular the European Union and its Member States, the United Nations, the United States and President Obama, Japan, Australia, the ASEAN and the international financial Institutions, to take into account the respect of freedom and human rights in their relations with the LPDR, and to accentuate their pressure on this dictatorial regime, including through economic means, so that freedom of belief and the basic rights of the Lao people are fully respected.
